He was the head of the Australian Directorate of Research and Civil Affairs and was an influential figure in the Pacific region after the war through the Australian School of Pacific Administration, which grew out of the directorate. He also helped to found the National Union of Australian University Students, obtained a medical degree and practiced psychiatry before his untimely death from cardiovasular disease.
